User Performance Report: Allocated hours do not match other reports.
The User Performance Report is not meant to measure the actual progress in hours of the assignees, it is merely an efficiency score determining overall how well the user is doing based on finished tasks.
To measure efficiency there needs to be a global score for the user. E.g. 100% is better performance than 90%.
The performance score is ran at the end of the project and a grade is assigned. So, with that in mind, if we assigned the user 10 hours in a project and it took him 12 hours to complete the work then his performance (currently) is measured as 10/12 * 100 = 83.33%.
